Britain and the US were criminally liable for transporting munitions aboard a passenger vessel. Churchill was 100% responsible for this.

If the ship was secretly transporting supplies to the army, taking cover by civilians, then the U-boat had every right to sink the ship. Just like a pilot has every right to fire on a building where terrorists are hiding amongst civilians.

The commander of the U-BOAT was not ordered by higher authority to torpedo the Lusitania, he attacked on his own free will, knowing it was the Lusitania and full of passengers. He had already sunk a couple of ships during his patrol, can't remember if any were passenger ships. He fired one torpedo. There was a second explosion, which many thought was caused by the ammunition on board, however this was not the case. It's generally agreed that the cause was the coal dust catching fire. this second explosion doomed the Lusitania, causing it to sink in less than 20 mintues

Great book on the subject, Dead Wake, written by Erik Larson. German U-boats were already sinking cargo ships in the war zone, regardless whether they were neutral. Germany printed a warning in New York newspapers for passengers of the Lusitania a day before departure. The ship was carrying ammunition, which was allowed under neutrality laws. This info was not known to passengers but was recorded in the official cargo log. The Lusitania was much faster than any U-BOAT and no one seriously thought Germany would target passenger ships as it was against the gentlemanly code of conduct of war.

the Lusitania was built for the British military.. this ships purpose was to carry military high commanders quickly across the sea. this ship possessed guns and was a legimitate war target. but we now know that it was Churchills doing to decide to make this war time ship into some passager liner with women and children aboard and then sail this ship right through a war zone.. Churchill did this purposely because of his wish to get the US into WW1. The Lusitania left New York and was headed to England, with an entire full hull filled with ammunitions and arsenals ready to explode from that impact from the one torpedo... Churchill knew the UBoats didnt shoot to kill with their one torpedos, they shot to sink the merchant ships from reaching land, ships usually sunk in a hour, which allowed everyone off the doomed ship enough time to get into their life boats. so thats why Churchill slaughtered those people hoping the 80 Americans aboard who either died or not would be able to bring the US into that war. after the initial torpedo hit from the Uboat there was a second explosion some 17 seconds later from the ammunition in the keel, that blew with such force that the ship rolled over on its side and sunk within 18 mins.
