OR they could just make choppers shoot you at less than 5 stars. A much more reasonable approach now that the game is gold and boats aren't in.
"This is the police! Stop your vehicle or please come back on land where we can arrest you!"

If you get a bounty, jump in the water and swim out of range - the helicopter doesnt shoot unless you have 5 *s - then just hop into a nearby boat and ride off to remove your entire bounty. There needs to be police boats to stop this from being able to happen.
