Slightly deceptive I think since they didn't manage to smoke. If the riddle was 'there were three men in a boat with four cigarettes and nothing else, they did not go to shore or meet anyone else yet later they got a cigarette lighter. How?'

Took a while to understand it. With the weight of 1 less cigarette in the boat, it is now a cigarette less heavy, ie "a cigarrete lighter".
