Adolf Hitler fought in WW1, so in this time line, since WW1 went on for 10 years and not 4 years. Hitler probably got killed in the war. So the chancellor isn't him, but they (the movies creators) says Germany was destined for this to happen, the dictatorship/Nazism period. So thats why the flag is different, and their are more scientific advances. The different chancellor was more focussed on machines and not men/military. Back then, machines weren't around like they are today, so they didn't think the machines would turn on them. If there is going to be a second movie, it could be based on 9 and the rest of the dolls finding human survivors.

It's easy to tell that it was in Germany because at minute 8:36 you see a soldier with a helmet the covers the neck and the caller is similar to what the Germans and their allies used and I but your wondering how does that show it is German it shows it because Germany was the only country big enough on the Axis to do something like it and also the Chancellor is not hitler but is somewhat similar because they both want power and weapons and how you know they are in the thirties is by the people's clothes and the building structure design so my point may not be too clear but I just summed where and when it was
