I have sailed to Panama, Costa Rica and other latin countries in both the Atlantic and Pacific side. An observation is that despite all the positive press that Costa Rica gets, it's really pretty "third world". Much more so than say, Panama. Where were the safety standards. Where were the life rafts, the emergency pumps.? ETC. I don't know much detail on this so can't really judge this specific incident. But contrary to popular belief, Costa Rica IS pretty "third world". Panama on the other hand has great infrastructure. This is the opposite of what so many people think. We lived in and sailed both for a few yrs. We loved them both but had to be much more self-sufficient and careful in Costa Rica.

When (or if) this Capt knew he was taking on that much water he should've gotten those people off and into the water asap. That canopy was a death trap. He obviously knew the boat was going down and issued a mayday or tripped the EPIRB since a rescue boat showed up. Horrible
