The footage is of the fishing boats at the fishing pier in Baltimore during bad weather. They are being tossed about by the storm surge created by the SE gales. Waves and ground swell that big and violent at the pier are uncommon for wind from the SE. One vessel is seen moving from the pier to steam up the river Ilen to safer anchorage, the other vessels followed soon afterwards.
