The Thames limit in kph makes sense when you consider it's not a nautical route but rather a "wet road". BTW, electric motor with sail assist would be a natural approach to an EV boat. You could even have a wind generator and PV panels for recharge.
I might add that it is badly designed from a hull perspective, as it is designed more like it should be planing yet that is wasteful if you don't want to be doing 20-30k -

There would have been significant amount of space to put integrated solar panels on roof canopy and front deck. Very nice boat! I'm not a boat guy, but this would be nice to have

that boat's roof should have been covered in solar panels, to charge it during the endless periods of time that it wont be used

As people have said, the roof could use solar panels, but what i think would be even better are water turbines below that retract and recharge the battery when its not moving, hell you can put a little windmill on there too,could eliminate the need for a plug in charger altogether by combining those technologies and using efficient lithium ion batteries. If someone invested in electric boats, I think they would take over way faster than electric cars have in the market.
