It is used to keep the water in an area at the same height. So that the water does not drop below a certain height to allow boats to stay close to the shore even in a low tide.

Someone explain please. I see that he is stuck and I see why, but what I don't understand is the purpose of the structure he is stuck on. Does it move like the gate of a lock or is it just something to keep a minimum level of water in the harbour or something else?

LOL what an idiot. Even if it was just a little deeper and he passed over it he would have wrecked the outboard. Surely he must have known he would have got some damage either way with the tide that low?
