Looks as if the engine on one of the hulls was out of action.
You know with outboards and steerable jets I often maneuvered better in wind and towing others by doing it with a steerable reverse where the transom can be "pulled" and placed exactly at any position with the bow following where the transom goes and using ahead power to slow down.
Once my colleague had a 40 footer cruiser and I had a 12 outboard power self made boat. and he asked me to tow him through a lot of anchored boats very close to each other in the middle of Kalkara bay in Malta. He could not understand when I tied my bows to his and using reverse on my small outboard, which became " My front steerable power wheel tug boat" this could be directed exactly where I wanted my transom to be.
The is analogous to when reversing a boat on a trailer, it is better to push the trailer using the front pivot attachment on a car where the steering is closer rather than pushing the trailer using the back of a car where the steering is far from the pivot attachment point . -
Use spring tie bow to stern (wharf) and swing slowly .....

Why cant he just reverse the second engine ? And put the first engine forwards ? But he was fighting some strong currents

Sad to see that so many people have made snap judgements! None of us know what the situation was on the bridge - for all we know there may have been other control issues. It would have been relatively easy to power the boat in to the jetty against springs, but the captain also had the commercial imperative of not damaging his vessel - owners and operators would rather he took a few minutes and some extra fuel, than put a dent in her requiring more out of service time than an engine repair.

I failed to see the significance of the clip. It seems like a waste of time trying to do what the ship captain is trying to do in this clip. And it seems like a lot of energy is also in the process of being discharged while deploying strong ropes could have done a much better job!

I hope that guy doesnt call himself a Master Mariner! That was a simple maneuver that he totally cocked up. How hard is it, get that stern line on has close as possible, wheel hard starboard and then enough throttle on the port engine to bring the head around. What a moron!!
