Harbor patrol did it right. A tsunami can have several surges, no one was going die due to a couple of pleasure boats rattling round the harbor, they couldn't get involved in property protection until they were certain the danger to PEOPLE was over, they did their job.

So, you basically reworded my example all while saying I am incorrect...? Like i said, the FPS could be 60, while the RPM would be 1200. 60=10*6 and 20=2*6 (1200/60=20) So would that not work?

It's not the same at all as one is per minute and the other per second. So 60fps = 3600 FPM. 30fps = 1800FPM. I would guess the chopper's blades are turning at 600 RPM = 10rps. The camera frame rate has to be a multiple of 10 per minute to freeze the blade, which would be most likely 30fps NTFS.

The cameras frames per second rate (fps), is the same number as the revolutions per minute (rpm) of the helicopters rotor, causing an optical illusion as if it was not rotating.

This Video was filmed on March 11 2011 when the Japan Earthquake Tsunami wave hit the Santa Cruz Harbor. A sailboat gets pulled underneath the train bridge and gets stuck. Then the surge changes direction and the boat gets pushed out and into some other boats.
